Fiscal Justice

Fiscal Justice transcends technical tax or budget systems, encompassing power, politics, and empowering people to combat inequality. Our primary focus within this program is Fiscal Transparency and Accountability (FTA).

1.1 Fiscal Transparency and Accountability

Fiscal transparency and accountability are essential for promoting sustainable economic growth and development at both national and sub-national levels. Fiscal policies and management practices significantly impact revenue mobilization strategies, public debt, resource allocation, public spending, service delivery quality, and overall economic performance.

CFA firmly believes that since everyone, in one way or another, pays taxes, every citizen has the right and duty to understand how their government raises and manages public finances. To this end, we strive to be the go-to think tank providing timely and accurate tax policy and public spending analysis at both national and sub-national levels.

Our approach to fiscal justice involves building the capacity of citizens, including women, youth, and persons with disabilities (PLWDs), to actively demand transparency and accountability in public resource mobilization (including, but not limited to, taxation and public debt), public spending, participation in the budget-making process, and influencing public finance reforms at both national and sub-national levels of government.

Governance and Socio-Economic Inclusion

Governance and socio-economic inclusion are crucial to Kenya’s development. Since the adoption of the new Constitution in 2010, Kenya has made notable strides in democratization and governance. However, challenges remain in achieving a truly inclusive society where all citizens have equal access to public resources and opportunities.

At CFA, we are dedicated to enhancing governance by amplifying the voices of marginalized groups and holding both national and sub-national governments accountable for their actions and inactions. Our approach includes advocacy and awareness campaigns, as well as monitoring government policies and programs to ensure transparency and accountability.

We champion the right to access information and actively encourage citizen participation in decision-making and public policy discussions. We believe that addressing gender inequality involves creating spaces for marginalized voices and empowering citizens to hold the government accountable for fulfilling their basic rights. CFA is committed to advancing gender equality by advocating for the inclusion and rights of women, youth, persons with disabilities, and other minority groups.

2.1 Climate Change and Justice

CFA is dedicated to ensuring that citizens play a central role in shaping and overseeing climate justice policies and actions. We collaborate with communities, especially women, youth, and persons with disabilities, as well as civil society organizations and government bodies at all levels, to generate evidence that informs and influences climate action.

Our programs focus on ensuring transparency, accountability, and the protection of the rights of those most vulnerable to climate change. We firmly believe that public actions should promote equity, guarantee access to essential resources, and create environments where young people, women, and girls can thrive in healthy, clean spaces.

Institutional Development and Strengthening

The Institutional Development and Strengthening program is designed to enhance both the internal and external capacities of CFA.

Internal Focus

This program aims to ensure CFA’s sustained effectiveness and efficiency in fulfilling its core mandate. We are committed to continually enhancing our human capital, as well as our organizational, administrative, and financial structures to support long-term sustainability.

External Focus

Externally, the program seeks to build and strengthen institutional capacities among key partners, including state and non-state actors and development partners. By engaging with stakeholders and implementing targeted advocacy strategies, CFA will address identified gaps through customized training and capacity-building initiatives tailored to the specific needs of our partners.

Through ongoing interaction with stakeholders and the application of strategic advocacy, CFA will strive to bridge gaps and enhance the effectiveness of our partners, ensuring that our collective efforts lead to meaningful and sustainable impacts.
